Hope Cove Life Boat Safety Management System – Summary
Accountability for ensuring robust, effective and demonstrable control measures are in place to mitigate the identified health, safety and environmental risks connected with all aspects of the operation of the Life Boat rests with the Chairman and Management Committee. This is achieved by the application of the Life Boat Safety Management System (LBSMS) which is aligned to the requirements of ‘The Code of Practice for Open Rescue Boats of Less than 15 Metres in Length’ published by the MCA in 2004 (revised Feb 2008).
The LBSMS provides a mechanism and approach to put in place the necessary measures required to achieve the appropriate level of governance and control in a manner commensurate with the assessed risk levels. It binds together many of the different practices and procedures already in place resulting from the Life Boat’s previous operation as an MCA facility, coupled with a structured and pragmatic approach resulting from all elements of the SMS. The ultimate aim is to ensure that no person affected by the operational or support activities of the HCLB is injured, made ill or worse. Furthermore, it will provide a degree of protection for property, assets and the environment.
The HCLB approach to the health, safety and environmental concerns relating to its operation is primarily based upon understanding and analysis of all its activities and the associated risk assessments. This drives the policies, standards and procedures all concerned must adhere to, the levels of implementation required and subsequent monitoring undertaken.
Key to that approach is the involvement and full support by all concerned across the lifecycle of the LBSMS, specifically, Direction, Policies, Implementation and Monitoring. Further details on the workings of the LBSMS are available upon request to the management committee.
